Permissionless — any wallet may liquidate a vault that has fallen below the liquidation ratio, which seizes its collateral into a new auction. There is no reward for the caller: the penalty goes to the stability fund. The reason to start one is to bid on the auction it opens. The portal has no list of every vault owner, so enter them one at a time.
